Job Context
The Emergency Shelter Coordinator will play a vital role in planning, constructing, and maintaining temporary shelters for displaced families affected by conflict, natural disasters, and humanitarian crises in Somalia. The position involves working with engineers, logistics teams, and humanitarian partners to ensure that all shelters meet international humanitarian standards. The role demands strong leadership, problem-solving skills, and the ability to coordinate relief efforts in high-risk environments.

Job Responsibility
1. Shelter Planning & Construction
- Assess the shelter needs of displaced populations and design appropriate solutions.
- Develop plans for temporary, transitional, and permanent shelters based on available resources.
- Supervise the construction, repair, and maintenance of emergency shelters.
2. Coordination & Collaboration
- Work with civil engineers, architects, logistics teams, and local authorities to ensure effective shelter solutions.
- Liaise with humanitarian agencies (UNHCR, IOM, Red Cross, etc.) and government bodies to align shelter projects with broader relief efforts.
- Engage with local communities to ensure shelters are culturally appropriate and meet specific needs.
3. Compliance & Quality Control
- Ensure that all shelters comply with international humanitarian shelter standards (Sphere Standards, UNHCR Guidelines, etc.).
- Implement safety measures to protect beneficiaries from harsh weather, security threats, and overcrowding.
- Conduct risk assessments to identify potential hazards in shelter sites and mitigate them.
4. Logistics & Resource Management
- Manage procurement and distribution of shelter materials such as tents, tarpaulins, and construction supplies.
- Monitor the budget, timelines, and logistics for shelter projects.
- Oversee inventory and stock management to ensure continuous supply of materials.
5. Monitoring, Reporting & Capacity Building
- Conduct regular site visits to assess progress and identify challenges.
- Prepare weekly/monthly reports on shelter construction, beneficiary impact, and resource utilization.
- Train local staff and volunteers in basic construction techniques, maintenance, and safety protocols.

Educational Requirement
- Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related field.
- A Master’s degree in Disaster Management, Humanitarian Engineering, or Infrastructure Development is an advantage.

Experience Requirement
- Minimum 3 years of experience in emergency shelter programs, disaster response, or humanitarian infrastructure projects.
- Previous experience working in disaster-affected or conflict zones is highly desirable.
- Proven experience in site planning, construction, and community engagement.

Additional Requirement
- Languages:
- Proficiency in English is required.
- Knowledge of Somali or Arabic is an advantage.
- Technical Skills:
- Strong understanding of Sphere Shelter Standards, UNHCR Shelter Guidelines, and construction best practices.
- Experience using AutoCAD, GIS mapping tools, and project management software.
- Ability to work with limited resources and adapt construction techniques in crisis situations.
- Soft Skills:
- Excellent problem-solving and critical-thinking abilities in high-pressure environments.
- Strong leadership and coordination skills in humanitarian response.
- Cultural sensitivity and experience working with displaced communities.
- Willingness to travel frequently to field locations and work in challenging conditions.
