Job Context
The Monitoring & Evaluation (M&E) Officer will be responsible for tracking, assessing, and reporting on the impact and progress of humanitarian programs implemented by International Relief Network (IRN) in Pakistan. The role involves designing evaluation frameworks, conducting field visits, and analyzing data to measure program effectiveness. The M&E Officer will work closely with program managers, field teams, and donors to ensure that projects meet their intended objectives and deliver measurable results.
This position requires strong analytical skills, data management expertise, and experience in humanitarian or development projects. The M&E Officer will play a critical role in ensuring transparency, accountability, and continuous learning within IRN’s programs.

Job Responsibility
1. Monitoring & Reporting
- Develop and implement M&E frameworks and performance indicators for IRN’s humanitarian projects.
- Track and document project progress, challenges, and impact using qualitative and quantitative methods.
- Compile monthly, quarterly, and annual reports for donors, partners, and internal stakeholders.
2. Data Collection & Analysis
- Design data collection tools (surveys, interviews, focus groups) to assess project outcomes.
- Conduct field visits to monitor project sites and verify reported data.
- Use data analysis tools (SPSS, Excel, Power BI, or other statistical software) to process and interpret findings.
- Identify trends, gaps, and areas for improvement based on collected data.
3. Evaluation & Learning
- Conduct impact assessments and project evaluations to measure effectiveness.
- Ensure that feedback mechanisms are in place for continuous program improvement.
- Organize learning workshops for project teams to integrate findings into future programming.
4. Compliance & Accountability
- Ensure M&E activities align with donor requirements and international best practices.
- Maintain data confidentiality and ethical research standards.
- Work with the accountability team to strengthen transparency measures in project implementation.
5. Capacity Building & Coordination
- Train program staff and field officers on data collection and monitoring best practices.
- Collaborate with government agencies, partner NGOs, and donors to align M&E strategies.
- Provide technical support in proposal development by incorporating M&E components.

Educational Requirement
- Bachelor’s or Master’s degree in Statistics, Social Sciences, Development Studies, Public Policy, or a related field.
- Additional training or certification in Monitoring & Evaluation, Data Analytics, or Impact Assessment is an advantage.

Experience Requirement
- Minimum 4 years of experience in Monitoring & Evaluation roles within NGOs, international organizations, or development projects.
- Strong background in data collection, impact assessment, and report writing.
- Experience working in humanitarian aid, refugee assistance, health, or food security projects is preferred.

Additional Requirement
- Languages:
- Fluency in English is required.
- Knowledge of Urdu or Pashto is an advantage.
- Technical Skills:
- Proficiency in data analysis software (SPSS, Excel, STATA, Power BI, or similar tools).
- Familiarity with GIS mapping and mobile data collection platforms (Kobo Toolbox, ODK, CommCare, etc.).
- Knowledge of international M&E standards (OECD-DAC, UNHCR guidelines, etc.).
- Soft Skills:
- Strong analytical and critical thinking skills to assess program impact.
- Ability to interpret complex data and translate findings into actionable recommendations.
- Excellent communication and report-writing skills.
- Willingness to travel to field locations, including remote and crisis-affected areas.
