    The Program Manager (Refugee Assistance) will be responsible for designing, implementing, and managing humanitarian aid programs for refugees in Pakistan. The role requires strategic planning, coordination with government agencies and NGOs, and compliance with international humanitarian standards. The Program Manager will oversee budget allocation, resource management, and program impact assessment, ensuring that refugee communities receive essential support such as shelter, healthcare, education, and livelihood assistance. This position requires strong leadership, problem-solving skills, and the ability to work in challenging environments.

  • Job Responsibility

    1. Program Development & Implementation

    • Design and execute comprehensive refugee assistance programs, including shelter, healthcare, education, and livelihood initiatives.
    • Assess the needs of refugee populations and develop targeted interventions to improve their living conditions.
    • Work with donors and stakeholders to secure funding for refugee support programs.

    2. Coordination & Stakeholder Engagement

    • Collaborate with local governments, UN agencies, and international NGOs to align efforts in refugee support.
    • Build strong partnerships with community organizations and local leaders to ensure effective program delivery.
    • Represent IRN in national and international humanitarian forums.

    3. Monitoring, Evaluation, and Compliance

    • Ensure that all programs comply with international humanitarian regulations and donor guidelines.
    • Establish monitoring and evaluation frameworks to track program effectiveness and impact.
    • Prepare detailed reports for IRN leadership and funding partners.

    4. Budget & Resource Management

    • Oversee program budgets, ensuring efficient use of funds and adherence to financial policies.
    • Manage logistics, procurement, and resource distribution to maximize program reach and effectiveness.

    5. Team Leadership & Capacity Building

    • Supervise and mentor project coordinators, field staff, and volunteers.
    • Provide training and capacity-building sessions to improve the skills of humanitarian workers.
    • Promote a culture of accountability, efficiency, and ethical humanitarian work.

  • Educational Requirement

  • Master’s degree in Social Work, International Relations, Development Studies, Humanitarian Affairs, or a related field.
  • Additional certification in Humanitarian Aid Management or Refugee Assistance is a plus.
  • Experience Requirement

  • Minimum 5 years of experience in NGO or humanitarian program management, preferably in refugee assistance.
  • Proven experience in developing and managing large-scale humanitarian programs.
  • Strong background in stakeholder engagement, policy advocacy, and government collaboration.
  • Additional Requirement

  • Languages:
    • Fluency in English is required.
    • Knowledge of Urdu or Pashto is an advantage.
  • Technical Skills:
    • Strong budget management and financial oversight capabilities.
    • Proficiency in program monitoring, evaluation, and reporting.
    • Familiarity with humanitarian law, refugee rights, and international aid regulations.
  • Soft Skills:
    • Strong leadership and team management skills.
    • Excellent problem-solving and decision-making abilities in complex situations.
    • Ability to work under pressure in conflict-sensitive environments.
  • Willingness to travel to refugee camps and remote project sites.
